  7.     When Colombian police began cracking down on the narcotics
  8. trade, traffickers coined a defiant slogan: "Better a tomb in
  9. Colombia than a cell in the United States." Now that drug
  10. kingpins can avoid extradition under a new plea-bargaining
  11. agreement, a cell in Colombia has become a very attractive
  12. compromise. Since Medellin drug-cartel leaders Jorge, Fabio and
  13. Juan David Ochoa surrendered to Colombian authorities in recent
  14. months, they have been housed in a custom-tailored facility.
  15. Angry U.S. drug-enforcement officials complain that the Ochoa
  16. brothers are enjoying posh accommodations equipped with fancy
  17. furniture, stereos and cable television.
